Developer accounts
Organisation enrolment on both stores, the D-U-N-S number, Play's Financial features declaration, and why an individual account cannot publish this app.
Apple: organisation, not individual
Apple 3.1.5(i) permits apps that facilitate virtual currency storage "provided they are offered by developers enrolled as an organization". This app shows customers a wallet with a balance in it, so it is one of those.
Organisation enrolment needs:
- A legal entity in good standing, with a website on the entity's own domain.
- A D-U-N-S number for that entity. Dun & Bradstreet issue them free; the wait is usually days but can be weeks if your registration details do not match theirs exactly. Start this first — it blocks everything else.
- A person with legal authority to bind the entity, who signs the agreements.
An individual enrolment cannot be converted by asking. You enrol the organisation separately and, if you already shipped something as an individual, transfer the app afterwards.
Google Play: organisation account and a financial declaration
Play requires a developer account with verified organisation details for financial-services apps: legal name, address, D-U-N-S, and a verified contact. Verification is a real review, not a form submission, and it is the usual source of a launch slipping by a fortnight.
You will also complete Play's Financial features declaration in Play Console. For a crypto exchange or wallet it asks you to state which financial features the app has and to attach, per country, the licence or registration that permits them. It is the same evidence as your licence attestations, and the two must agree — Play compares the declaration against the countries you target.
The two accounts are yours
Not shared with us, not shared with a reseller, and not shared between operators. See Being the submitter for why that matters more than it sounds.
App review access
Both stores need a working account to review. Give them a demo login on your own deployment with:
- KYC already approved, so the reviewer is not stopped at a document upload.
- A funded balance, so wallet, markets and trading screens have something in them. An empty account reads as a broken app, and Apple 2.1 rejects builds a reviewer could not exercise.
- Any second factor disabled for that one account, or the codes supplied in the review notes.
