Being the submitter

We do not submit apps to either store on an operator's behalf. Not as a paid service, not as a favour, and not through a reseller or an agency acting for several operators at once.

Apple 4.2.6

The guideline covers apps "created from a commercialized template or app generation service", and it splits one obligation between two parties. The template provider has to "offer tools that let their clients create customized, innovative apps that provide unique customer experiences". The client has to use them, and to submit under their own account.

The arrangement the rule is written against is the one where a vendor holds a single developer account and pushes a stream of near-identical builds through it for different clients. That is a fast way to lose the account and every app in it.

Apple 4.3(b)

Spam. Revised 8 June 2026 to permit removal of apps that are already live, not just rejection at review. A build that is recognisably the fifth copy of the same app a reviewer has seen this month is what this catches, and it catches it after launch.

Google Play Misrepresentation

Play's enforcement travels between accounts it considers linked — by payment instrument, by contact details, by device, by shared infrastructure. One under-differentiated build, or one submission made from an account that is not the operator's, can take other operators' accounts with it.

This is the reason the rule is absolute rather than case-by-case. It is not about any single app being risky; it is that a shared account makes every operator's standing depend on the worst build in the batch.

What this means in practice

• The Apple and Google accounts must be the operating entity's own, with the entity's own D-U-N-S, bank details and contacts.
• If you use a development agency, they work inside your account, as a user you invited, with a role you can revoke. They do not hold the account.
• If somebody offers to "handle the store side" under their own account, that offer is the arrangement both stores are looking for. Decline it.
• We will help with the build, the configuration, the review notes and the rejection you got. We will not hold the account or press submit.
